Summary

In Windows 10 (Builds 1709 & above) when attempting to create a new Office 365 (2016 32 bit) Outlook profile for use with any 32 bit edition of HelpMaster, the "Mail" Control Panel item is missing from the 32bit items where it used to be. Microsoft have removed all 32 bit Control Panel items from Windows 10 Build 1709 and later. This has been replaced by an application to invoke the Outlook Mail options as well as an option from within Outlook's "Account Settings" options.

Symptoms 

Can't find the 32 bit "Mail" Control Panel option for modifying Outlook profiles and account properties.

Resolution

Create a shortcut to the 32 bit "Mail" properties application pointing to "C:\Program Files (x86)\Microsoft Office\root\Office16\OLCFG.EXE" and / or use the "Manage Profiles" option from within Outlook (Office 365 32 bit) from "File" (menu) > "Account Settings" (icon) > "Manage Profiles" as shown below.
